alternate language site/amendments to a current CMS website

Wanted consultant/developer CMSMS 1.11.5 "Puerto Ayora".
I have a web site add on project (adding additional language) that should be completed in August and maybe other new enhancements if necessary from our team.
My quick google searching lead to something like this using CMS made simple:

Have site transition like how cmsmadesimple.org is setup would be great.
