What you want is the primary reason for using a CMS ;).

And yes - it is possible to do that with CMS Made Simple in a really easy manner. There's a permission system to allow (or disallow) many things all around a website.

You're at the right place!

Read the documention.

There's a lot of useful information in the website that comes with CMSMS install too (during install there's a option to install sample content).

I use it exactly as you described: convert design to html/css/js and when that works implement cmsms. Complete freedom of design.

Extra skill needed: Smarty. You can have a look at the sample templates.
