Site not loading after change - does in a few minutes

I have used CMSMS in the past (old job a few years ago) and am now back to a job where I can once again use it. I have installed it (version 1.11.10) and when I make a small change to a style sheet (like change a color) and save the change, when I view the site all I get is a few lines of text like this:

If I wait a few minutes (without making any other changes or doing anything else at all) the site will come back up and load fine. The changes I've made will be there and it all looks good.
Here is what I'm doing. I'm using the CSSMenu top +2 columns template as my template. I've not loaded any additional modules besides what comes with the download. I am making changes to the colors and layout in the style sheets associated with the template. Just thinks like colors.
The admin area continues to work fine, I've not had any problems with that area. I make my change, click apply and it saves the changes. No errors come up.
After I make and save the change I go to another browser window and click refresh. The above described happens every time. Sometimes if I hit refresh again the page will then load and all is well. Other times it takes several minutes for the page to load correctly.
I've cleared my cache, tried other browsers. Closed my browsers and re opened them. I've even rebooted my computer. I've also viewed the site on another computer. The problem appears each time.
I've been dealing with this for the past 2 days and finally thought I would ask here if anyone might have seen this before and/or know what I can do to fix it. Below is my full version and system information from the admin area.
