I like to let someone to add Articles and Categories to news.

If I give to this user group all related module permisions:

Approve News For Frontend Display
Modify News
Delete News Articles

The Categories TAB do not show.

Any aditional permissionthat I m missing?

The 'Categories' stuff is a 'site setting' and your user would need the 'Modify Site Preferences' permission. but that would probably give him permission to modify much more than you want.
