I was wondering what the position is on bounties? Is it okay to announce a bounty for a certain feature that is probably only useful for me and my company's website?

Your best bet if you wanted a feature in a specific module would be to contact the module developer directly.  If it's in the core, then get ahold of Ted, or another development team member.
