can't delete templates_c -- utility to change permissions?

Hi everyone,
Unfortunately I've had to close down a CMSMS site and clean up the server. My mistake was not to use the CMSMS admin utility to clear the cache BEFORE I removed the databases and began deletig all the files. Now I'm stuck with "uploads" and "templates_c" on the server, which I cannot remove because they are owned by apache. I don't have root access.
I once found a utility script (on this forum, I believe ?) that when run, resolved the permissions on these folders so I could delete them, but after much searching around I am unable to located it again, or find any good counsel on this.
Help? I need to delete the "uploads" and "templates_c" folders.
