Theme manager missing in new Admin Panel

I dwonloaded and installed CMSMS 1.11.5 yesterday. It passed all the checks including php recent version. Unlike videos of earlier versions, there is no Theme manager under Layouts. It is there under Extensions/Modules 1.1.8 Installed but there is no way to access it.
I eventually realised this is about permissions (not immediately obvious). Next problem is that the Theme Manager says it can't save the files associated with the theme. Maybe this is about permissions on the server? I used 755 on the advise of the host tech support. CMSMS installer suggested 022. That made all the files 644. It would really be helpful if one line was added to the installer to suggest the number that will allow one to do this kind of thing.

What do I have to do so the Theme manager can import Themes? I tried giving its action.installTheme.php file a 744 and all the Modules disappeared and TM no longer shows under Layout. This is true even if I returned the mask on that file to 644. Is my installation broken? Help! People trying out CMSMS should be given help with basic things like this or they may give up. A lot about the installation was very slick but it would be very helpful if permission settings could be explained and prompted or at least explained at the get go. Your hard work is much appreciated.

Using CMS Made Simple™ 1.11.5 “Puerto Ayora” and working as it should on my end, I just checked. Did you try to clear the site's cache? (being a new clean install, all should be there, working, from the start)....
The other things that comes to mind are:
- did you upload from ftp? -> there may be corrupted files...
- did you do a checksum during install?

Check your System info page for any yellow ! or red X...

You might want to tell how you were trying to install themes and which ones...
