Yes front end users are different to back end users. Back end = admin access to control panel. Front end = typically have access to hidden pages of website.
To let a back end user only have edit access to one page, go to Users and Groups -> Group Permissions. Make sure the group the user is in has "Manage All Content" NOT ticked. Then go to Content -> Pages. Click the page you want to edit. Click Options tab. At the bottom highlight the user you want to edit the page in "Additional Editors". Click Submit.
I don't know of any other login modules. Front end users is the best known and supported.
