[Solved] cms_init_editor not working ?

I am trying to get cms_init_editor working. I added it to my template tried setting process_whole_template to true, false and not there at all. Set in Global admin use TinyMCE for frontend.
I am trying to use this to edit standard template content blocks.
Can this do that and if so what am I missing. This is on CMS v.1.11.4 and latest v of TinyMCE. Does it need the javascript code for TinyMCE in the head?
