Is there a way through Global settings or any other settings to force all admins in CMSMS to use one theme? I was thinking of manually deleting all other admin themes but is there is another way?

Unfortunately, there is no GUI option for that (yet).

You can though, go through the database and delete or change the admintheme preference for each user.
