Fatal error: Class 'CmsRegularTaskHandler' not found in D:\x

I have an old cmsms website which has become a little bit old for me, and I just wanted to install it or better explainet, the backup pdt file copied and paste it in to httdocs in to xampp. And All I get is this error. I'm not the developer of the script, otherwise I wouldn't be asking, but since I am a beginner, I just wanted to practice that script and probably try to do some changes or something. Anyone has an Idea what should I be doing ?
