What's different between development and stable version?
I am now using Version 0.13, is it the newest? And can it support all modules?

Stable versions are finished versions. They have been tested and they work fine. You can use them without worries.
The development versions are unfinished versions. Numerous programmers are working on them. They include many new features and improvements, but also many bugs. When all bugs are solved, they are released as stable versions.
I am now using Version 0.13, is it the newest?
Yes, 0.13 is the latest stable release. But, soon, a new stable version 1.0 will be published.
And can it support all modules?
No. 0.13 support most of the modules, but not new modules especially created for 1.0.

The core developers do an excellent job of maintaining backwards compatibility between versions and in my experience, the main hassle can be upgrading old versions of modules that are not compatible with perhaps the latest version.
Generally speaking, all you should have to do is overwrite CMS's core files with the latest versions, then go to install/upgrade.php. This will try to upgrade everything (e.g. config.php, database scheme) to make it compatible.
Russ commented that he successfully upgraded from 0.13 to the latest beta (version 5) seemingly without any errors. More here ->
