{Solved}Apply will not save

Afternoon Everyone,
I have had this problem for two versions but just use the submit button. Now I have more then myself using the CMS and the problem is getting annoying.
On a page, newer or older, if you click the apply button nothing happens. No changes are made, nothing is saved, just nothing.
If you hit submit then the changes take effect and work.
Based on what I have been reading: I have made sure my files where up to date. Refreshed my install. removed any un-needed modules, cleared cache. Checked my permissions. Tested MicorTiny, TinyMCE and FCKeditor. All with the same problem. Then removed all editors and just did the HTML, same problem. Searched google and this does not seem to be a common problem at all.
Current host is HostGator, the old host was Godaddy. A number of minor issues left when I left Godaddy, but this carried over.
Submit, Cancel work, but Apply causes no behaviour or actions. Like hitting a switch for a dead light bulb.
