Can a VPS speed up response times?

Hi Guys,
I’m helping my brother (in Holland) develop a new CMSMS site and he is reporting very long response times, pages take “an age” to load.
He is asking me if investing in a VPS account will correct these issues. His current server is shared with 257 other sites (which doesn’t seem that many to me, but what do I know).
The host company is Strato.com (I believe they are in Germany, my brother is in Holland, I’m in Wales.UK). I have posted the System Info for the site here:

My brother is particularly interested in the recommended specifications for such an VPS account, assuming that the problem is host based.

I’m also involved with a UK based site http://historypoints.org
My basic settings as per my signature. I also notice speed issues esp in admin mode. I’ve read warnings regarding massive CCS files; but I’ve merely tweaked to my will what has already bean has prepared so I don’t think that could be an issue.
Is there an element of “the nature of the beast” going on here, or is it that this site has so many pages and so many children of children…
