Fresh install on a XAMP server
localhost
full package
on step 7 of a successful install I have on the footer of the page
Install language selected pt_PT
Selected FE language pt_PT
(althoug it doesn't seem to be relevant because it doesn't seem to be a language problem)

1st one is "http://localhost/cmsms11beta/install/%s"

2nd one is correct "http://localhost/cmsms11beta"

It was indeed a pt_PT translation issue. The original lang string changed but wasn't updated on the pt_PT lang file. I Updated this lang file on Translation Center already.
