Wiki Module

Is there any way of adding a module to CMSMS that makes the frontend wiki enabled? I'm assuming that the documentation wiki is running on CMSMS, as it's on this site!!!
I have a site running on CMSMS that is a community information portal for mums and mums-to-be living in the Canary Islands and the sheer volume of information needed, plus the fact that information is often different depending on which town you live in and which areas 'governmental umbrella' you live under, also regulations and processes change constantly over here, as the local authorities and always changing their minds!
Anyway, as a result of all this, it is near impossible for me, as a resident of one area, to keep up to date with the regulations/information for another area and to know that what I'm adding is correct. I know I can set up various users to access and edit the CMS, however it would be far more useful if any visitor to the site could add and edit information if they knew something was wrong or missing.
I would also like to have certain pages that are not editable and only users that sign up and login can actually edit to avoid abuse - with an e-mail sent to me informing me when a page has changed so I can check it, a roll back facility and a option to ban certain users/ips if they do abuse it. However I don't really want to have to manually add each sign up as an editor... they should be able to sign up, login and then be able to edit.
Just an idea... how easy would this be for me to accomplish? Otherwise I'll have to look for a wiki to run it on and I don't really want to have to transfer it off CMSMS, as I think it's the bee knees!
How is it done on this site?
