Grouping FEU usergroups by Admin Usergroups

Hi, I have a client that has different sales reps in different parts of the country. I am building a lead generation module to facilitate sales.
-A requirement for the system is for sales admins to be able to create custom content per region, per usergroup. For instance a Kansas City admin can create content for Kansas City Sales 1st tier that is different from Kansas City Sales 2nd tier and a Cleveland admin can create content for Cleveland Sales 1st tier that is different from Cleveland Sales 2nd tier and so on.
-Using CMSMS this is simple, except as you can imagine there is potential to be a whole lot of FEU usergroups and I believe Admins will totally get mixed up seeing FEU usergroups from other areas they do not manage.
-Is there an easy way to group FEU usergroups and associate them with Admin Usergroups or is there a module that does something similar?
If anyone has any other ideas I will be pleased to hear them. I am not a master CMSMS developer, but I have developed modules in the past.
