{Solved} Admin login refuses to work

Morning!
I have been over the forums several times and am unsure what to do next. Ha! How many times have you heard that line?
My story begins with a drupal site. The client hated the backend but loved the look. I rebuilt it with CMSMS and it actually works better then the original site. I have a few personal views on this situation but I will save you my cynical outlook.
On my test server, Godaddy, I have no problems. Other then Godaddy is flakie, the site works just fine. Having earned my lumps, I setup a dev directory, on the same server as the site I am rebuilding.
The site is hosted at X7. The install went pretty well actually. The site worked great, but I could not log in. I triple checked my user and pass and tried and tried again. When that did not work I tried to reset the password with the "Forgot password" but got a "You have to contact your Administrator".
Then I summoned up phpMyAdmin and changed the admin password. Still no luck. It was about this time that I started to comb the forum.
CMSMS: 1.10.3 (just updated about 15 minutes ago)
PHP: 5.2.17
Safe_mode is disabled
Sessions is enabled / which killed most of my possible solutions
Currently disabled all htaccess files
can not get a php.ini file working for the life of me.
Used FTP to clear the Temp files.
checked permissions, the right files are 777
refreshed the install to make sure I did not get a bad file or two.
On a lark I repaired and optimized the db.
Did not rename any important files
I don't have any problems logging into any other sites.
Cleared my system of temp files, cookies, browsers cache (IE8/9, Chrome, Firefox)
Rebooted twice
Tried my kids laptop
Tried my wife's laptop
Tried the server in the basement
No love
I know I missed somethings in my list.
In the past I have had an issue with when I moved a site over due to cached credentials. Not this time.
So any help or direction would be a huge help and appreciated.
