If you have them all installed on the same server this would be very strange, but you need to look at the system information pages of both one that will install modules and the one that doesn't install them to see if one has yellow ! or red X that the other doesn't have...

Look at your Apache error logs (if using Apache) and have you tried installing using the xml file.
