Install Error "Session not working, you have problem with.."

Version 1.10.2
Permissions set to DIR's.
I received this error on Install after clicking the "Submit" install button on the introduction install page.
http://216.70.71.140/install/
"Session not working, you have problem with some modules and functionality! Ask your provider, exiting!"
I've installed CMSMS many times and this is the first time I've received this error.
