1) You should update to at least 1.9.4.3 (or better 1.10.2), there are important security fixes.
2) Without any info we can't do anything to help you. There are default menu templates that are perfectly capable of displaying submenu's in different manners. And the default templates contain all the necessary CSS code. If this doesn't work, you're either doing something wrong or there's a bug.
