Can i custom the news page like this?

Every catagory only shows top 5 links of news.Where click Catagory then show all of news of the Catagory.

Yes, you have to make a custom template, if you look in the Extensions » Modules you will find the word help, click it, and it will explain how to make a custom template.
You may find it easier to just make a news article with summary and content and put it on a page then right click and view source to see where each word/part comes from.
I've just made some for a site... the framed bolded words on the side of the recipes is the summary the recipes themselves are the content and the small "jump to" box is another template using the titles that is only about 2 lines.
