For you to upload an image while editing a page you need to go to tiny admin and enable that under the profiles tab, Show filemanagement options:...
You can also upload images via the Image Manager link under the "content" menu.
But yes, easiest way is to go into TinyMCE and check that "show advanced file management" button. Make sure to check it on the "Advanced backend settings", this is the settings the site admin uses.
