Restrict number of levels

Hello,
Is there a way to restrict the number of pagelevels? I want only a top-level and one level below. So only the top level pages must be shown when selecting a parent in the pull-down.
I already set the menu to 2 levels, but I also wat to restrict the number of levels to be created. When my customer accidently creates a 3rth level and the page is not showin in the menu, he gets confused
