Can't access anything on Admin page except external link

Using CMSMS 1.9.4.3
Yesterday set up new CMSMS site in my test site. Worked fine. Have one other site there at the moment that is OK. Could not access new site this morning. Looked in WHM cpanel and the CPU Usage was 100% and red. Uninstalled new site, deleted DB in Softaculous and then set it up again. Added new template and stylesheet and clicked on View Site. Nothing happened - it hung. Nothing - pages, image manager etc, can open except if I click on an external link like to this forum.
The other site in the test site works just fine.
What can cause the WHM cPanel to show 100% CPU Usage and is this causing the issue or is it somehow a corrupted version of CMSMS? I have set up quite a few sites like this before and have not had this happen. Before I uninstalled it the first time, I copied the template and stylesheet I was using and used those in the latest version. It let me add them and a couple of other empty pages and set up a new folder in Image Manager, but as soon as I clicked on View Site, it went dead.
The only way I can access anything is via the test site cPanel but I have no idea what to look for.
The site eventually came up with a 500 Internal Server Error:I found this by googling:

This error can only be resolved by fixes to the Web server software. It is not a client-side problem. It is up to the operators of the Web server site to locate and analyse the logs which should give further information about the error.
Does this mean it is an issue for the hosting company? I did notify them about this at a stage when I could not even get to the admin page, and they said they could access it and the CPU was 0. I tried again and found I was then able to then access the Admin page. Also the WHM CPU was fine again, 0 and no red. The trouble started when I tried to View Site, and the CPU is back in the red.
[Later.] It now lets me operate in Admin, go to pages, etc. I cleared the cache. However, as soon as I click on View site, it reverts to hanging andwhen I go back to Admin Home, can no longer access anything and I have to go to Task manager to stop the whole thing.
