Publish model for content pages

Hey guys,
What I want to do
I'm about to build a news site that has multiple contributors but the site owner wants to have final control over what pages actually get published to the site. I thought the 'active' setting for each page would be the ideal place to control this.
Problem
I've had a look in the permissions handling section of the admin and there does not seem to be a permission for 'Set Pages Active' so wondering if there is a way to control this already, or the best way to go about it such as building a basic 'Publishing Permissions' module?
I really want to use CMS Made Simple but Wordpress is looking like a real contender at the moment because it's permission structure is much more suited to publishing content from multiple contributors.
Also, has someone got a workaround for stopping users changing the 'parent' value for a page, or, controlling where users are allowed to put the page structurally (acceptable values for parent).
