Products Module stopping at 19 images

Hello,
I have a site that has been using the products module for years and it has had 25 custom image fields.
I think the ISP upgraded the cpanel server as the version of PHP is newer and now when adding a product with the module it will not allow more than 19 images.
The image doesn't matter, I've tried more than one browser. There is no error message and when I turn on debug mode it doesn't show the extra image in the debug output at all.
I've tried adding the image to image20, image24 doesn't matter tried deleting the product and adding it in from scratch. (I know the browser is sending the image as you see uploading and the percentage in chrome).
Check the Post Limit is still 50MB and the Image Upload Size is still 50MB.
The entire website is otherwise working flawlessly, I just upgraded to the very latest products module update went smoothly but no different.
Any ideas on where to go next? I suspect there is a bug in either the later version of CMSMS/Products or the bug has always been there and maybe only happens in newer php versions.
