No admin shortcuts / bookmarks for all users in the backend

I just realized that the bookmarks I made for all users are not shown for other user. It doesn't matter if the user activate the show admin links option under personal settings. If he deactivate this option the complete help section on the left site is not shown.
I believe at start of the site with 1.9.1 it was o.k.. Now I have 1.9.4.
It would be good if this could be fixed.
