Current CMSMS versions: users cannot modify page structure??

Hi,
I am running into a strange problem: I have several installations (1.9.x) where the users are only allowed to work on their own pages (and add pages below "their" page). This requires to remove the "modify any page" right. But in that case, the users cannot move their own pages anymore, which renders the setup pretty useless: Every time a user adds a page, the admin has to log in and move the page to the desired location.
Is there a solution for this?
AFAIK there once existed a right called "modify page structure" - where did that go? And what has replaced it?
