Can't set Parent Page

CMSMS 1.9.2

I have a user group that doesn't have "Manage All Content" permissions. They do have "Add Pages", "Modify Any Page", and "Remove Pages" permissions. When someone in that group goes to add a page, they are not allowed to do it with a warning "You must select a parent page (contact your administrator if you do not see this option)."

I went to Site Admin->Global Settings->Content Editing Settings, and to the list of "Basic Properties" at the bottom of the page. I thought I could add "select parent page" (or something similar) to make that option appear when adding a page, but it is not listed. I searched through the rest of the backend for a setting somewhere, but do not see one.

What am I overlooking? Does this setting exist, or do I have to give this group permission to manage all content? The reason I took it out is because I don't want them changing settings on the "options" tab when adding a page. (But I would like them to be able to create sub pages!)

With that combination of permissions the full admin will have to make one page under a parent and set them as editor then they can add pages that will go under that parent only other wise they could set them under someone else parent page...

I think it has something to do with not being able to place a page underneath another page that you cannot edit. Try going to the parent page and adding that person/group as an additional editor.
