Upgrade from 1.8.2 - 1.9.3 - jquery issue

Hi All,
I've tried to upgrade from 1.8.2 - to 1.9.3 - the upgrade runs fine - everything except loading jQuery - breaking all the ajax functionality etc - there are just no calls to the jquery library in the admin header.
Am i doing something wrong - or do I need to do a stop gap upgrade to 1.9 - then go to 1.9.3?
