Updating the News module to the latest version will solve this 'bug'

there is no 'urgent treatment' in this report of you. CMSMS has released newer versions of the core-package then the version you are running. So reporting on an ancient version is NOT-DONE. In newer versions of the package the dropdown will allow dynamically startyear of -10 and endyear of +15.
This topic http://forum.cmsmadesimple.org/viewtopi ... 58#p242799 shows the issue for your version, but upgrading is recommended as:
a) your version is NOT supported anymore and
b) some mayor securityfixes have been released in the meantime.
