Internal Server Error only on "Submit" for new install and o

I have been having web host issues all year long. I'm solving those, but I want to get my CMSMS site back up and running. While it was at CrapHost (who shall remain nameless), I hadn't touched it for days and all of a sudden, I started getting PHP memory errors no matter what I tried to do. Then the site locked itself down "site down for maintenance".
CrapHost tried to solve the problem by increasing PHP memory limits (didn't help) and increasing the number of database connections (didn't help). So I decided to point the domain to other hosting that I have elsewhere.
Here is the phpinfo for that host, if it helps:

I personally didn't see anythink hinky there that would prohibit CMSMS from upgrading. (I say upgrading because I have my SQL file from CrapHost and I wanted to just upgrade it, not do a fresh install. But at this point, I don't care anymore, upgrade, install, whatever I can get to work.)
I should also add that this web host requires SFTP. This has never been an issue. I have another domain on this web host and it is using WordPress, ZenPhoto and a few other things, all without issue.
So now I've got the latest and greatest 1.9.2 distro on the server, I copied my config.php file from CrapHost and changed the database name.
However, if I try to upgrade (http://www.welovecmsms.com/install/upgrade.php), I get "Internal Server Error" -- this is with or without an .htaccess file in place.
If I try to install (http://www.welovecmsms.com/install/), I get the first screen just fine -- asking me what language I want to use, but when I hit "Submit," BAM! Internal Server Error. Again, with or without an .htaccess file.
Thoughts? Does the Big Man Upstairs just not want me to launch this site? I've been working with CMSMS for years and I have never had so many problems connected with ONE install in my LIFE!
