I found a great system for testing cms among other websites locally on any win32 system. Just tested .9rc1, works except no GD so no image manipulating.

Unzip it to a directory and make the neccessary changes to the .ini file (good documentation.) and run the executable. Easy as that.

I have tested it with PostNuke, phpnuke, xoops, several php based helpdesks, oscommerce, oscmax... the list goes on. You will want to download phpmyadmin to create and manage databases, otherwise it is command line time.

Includes php, msql, perl and an apache like http server. Free to try, license only neccessary to remove popup on execution, otherwise no limitations.

Last version I used had a small memory leak, I had to restart the program every 30 days. However, I found it suitable to host a project calendar and intranet for 25+ users and heavy usage, just had to remember to stop it and start it every 30 days.

I have no affiliation, just really happy with it.

I'm using EasyPHP from http://www.easyphp.org/. I'm very happy with this tool. It installs PHP, MySQL and PhpMyAdmin without any configuration. The only problem I had was that I forgot to disable an IIS service on my local PC.

What i do like it that they keep up with new versions. And there is a plugin to easily switch from php5 to php4, that's a great tool!

And you can test with or without the new mysqli connect in new mysql version.
I didnt know that was an actual apache setup like this. I will have to check it out.

I cheat and use mambo's Mambo StandAlone Server for windows (msas)

http://mamboforge.net/projects/msas/

It also installs mambo but you can ignore that ;)

But in terms of being a very simple way to get all the bits up and running quickly it's invaluable. Just remember to switch Skype to not use port 80 or Apache won't start...
