I noticed that many modules such as News, CGCalendar, and CompanyDirectory give users the ability to add extra fields when adding/updating news articles, calendar events, etc. Is there a module that easily provides this functionality (CGExtensions, maybe?) and creates tables for definitions and content of these extra fields?

I find myself spending an hour of coding and testing each time I need to add an extra field to one of my custom modules, especially tricky if I'm updating it on a live site. I would rather just add an extra field, then update my template to utilize this field.

If this pre-made functionality doesn't exist, I would be happy help the module-developing community out by creating a module that does just this.

I seem to remember someone (calguy) discussing this at one point, but it's been probably a couple of years.  I think the idea was to consolidate all the Extra Field definitions into one place for easier administration.  I've done some forum searches, though, and can't find the thread.
