Files are cached and not updated

I am using the Calendar module. But each time I add an event or modify the templates etc the browser (IE) uses the cached version of the page and does not update. The have the cache settings in IE turned off, and the Header settings in IIS on the server set to expire immediately.
The only way I can get the Calendar to update is to manually CTRL+Refresh every single time I click a link in the Calendar. Surely this behaviour is wrong.
CMSMS 0.13, PHP 4.3.4, MySQL 4.0.23, Win2k3, IIS 6.
Any suggestions?
