Cannot connect to database

I am migrating a site to CMSMS 1.82. It is a fairly complex site given that there is a main site with several regional sub sites. I have built the main site and 2 sub sites with no problems but I connect to the database when trying to install the rest.
Each sub site has a different database and I created a list of usernames and passwords before I started that match the format of the name and password for the main site. I can go to the ISPs Control Panel and log into the databases using these credentials. When I try to do the install, I get no errors until I get to the database install. Using the same credentials that work in the Control Panel I get a bad username or password error. I checked with the ISP and I should be using localhost with the MySQL default port, which I am. The tech support guy placed a test PHP file in the install directory that I edited to add the credentials and it connects OK. But the install constantly fails.
Any ideas?
