I have finally updated and rewritten upgrade instructions on my website. It's still a bit convoluted, but it does cover some very important points to watch out for, so reading the long page will help you. I have also resolved the wrong encoding (the A character). This happens when someone creates a new empty database thru their hosting utilities (as this would be the only way permitted), but then imports a copy of the old database. The encoding used during the creation of the database, and the import will not match. To resolve this, specify the encoding you see for database tables in phpMyAdmin on step 6 or 7.
