this question has been asked and answered before, so a forum search will probably turn up an answer faster than waiting for a new response.

What are you using as criteria for a "town"?  Population 100?  1000?  10000?  Do you have a target number of pages that you're projecting you'll need?

If you want to have 10000 pages you might need to customize backend or it could be better idea to use module CGUserDirectory or Company Directory.
