Hmm, don't understand your question - what you want to do with your store locator?

I don't think so  - it should all possible with default CMSms installation. If I've understood right it should work with a parent child structure like this

parent = store locator
child level 1 = countries
child level 2 = shops
child level 3 = shop pages

For displaying you should use a template like EllNav Horiz/Vert L 2col. Now you can configure menu manager module to show only a defined level. You must only define attributes like start_element, start_level and show_root_siblings. Please look at help for detailed information.
