[Abandoned] Small programming job with FEU + CGUserDirectory

I have a client who needs their website members to be searchable by the first part of their postcode and then show all matches with a specified distance. If you look at this website:

It has a CSV of all UK postcode prefixes and the Latitude/Longitude co-ordinates (+ some example PHP code, by the way). "Postcode" already exists as a field in the client's FEU tables and I will insert co-ordinate data for each member.
What I need from you is the necessary code/database amends (guess we'll need to add the CSV to a "look up table") to achieve the above, probably taking the form of:
1) A CGUserDirectory search template to search by Postcode and specify (in a drop down) a maximum distance from the postcode typed into the search box.
2) A CGUserDirectory summary template that shows any matches (each should be a link to the member), ordered by shortest distance.
Please PM with an estimate of price and how quickly you could do the work.
