CMSMS 1.6.7 Install File Upload Problems

Hey,
I am having to install CMSMS on a hosting package provided by a company called 'Fasthost' because that is what the clients is already using.
I have used CMSMS alot on another host with CPanel and never had any problems. However, this host does not have Cpanel and shell access is difficult so I uploaded using FTP. Everything seems to work except I cannot upload any files successfully. The weird thing is that if I go into file manger and upload a tiny jpg, 5k, for example then I receive a message saying the file was uploaded successfully and I can see the new file name in the list but if I click it I get a 301 Moved Permanently error.
I have tried playing with all the permission configuration options but that doesn't seem to help.
The other weird thing is that browse for the new file in my ftp client I can see it and if I click it then it opens as expected.
The only problem I cant definitely see in the system verification page is that my Maximum Execution Time is "20" and thus a fail. Is this what is causing my problems?
Any advice would be very gratefully received?
