Lets say I have the following:

Sports

I want to give the editor permissions to edit only pages under the Sports section. That's fine I give them permissions on the specific pages. How do I give them permissions to be able to add new pages under the Sports section (but not add new pages under the other sections)?
Can I force them to access only a specific template? So Sports pages can only use the Sports template?

The add-pages permission will only allow him to add-pages under pages where he already has permission for.
Currently there is no template per user/section setting. You can put a single template as the default which will then be the default, but that is only a single one, valid for the entire site.
