Installation help on local Windows PC

Hello,
I would appreciate some help please. I am trying to install CMS on my local Windows PC and have got to the following step (after downloading all the most recent versions as currently recommended on your website):
Start the installation script:
We walk through the installation, based on version 1.4.1. Point your browser to http://localhost/cmsmadesimple.
When I click on the link, I am not taken to the Install System, but instead it seems to re-download the CMS file as it does in this earlier step:
Install CMS Made Simple
-->> Download CMS Made Simple from http://cmsmadesimple.org (look for the file with something like full.tar.gz in the name e.g. cmsmadesimple-1.4.1-full.tar.gz). "Full" package includes support for many languages. People only interested in English language will save space and time with the "base" package
Please let me know how I should proceed. Your help is very much appreciated.
