[Solved]: Upgrade 1.6.6 to 1.6.7 - Problem with Install folder/script

I'm doing an upgrade from 1.6.6 to 1.6.7 and downloaded the diff base file.
After transferring (replacing) the new files, I changed my config permissions from 444 to 666.
Now I can't find the "install" folder, and am not sure how to proceed to locate upgrade.php.
Suggestions?
Addendum: in reading the instructions here:

it says: There may not be an install script to run, in this case re-upload install folder from your prev package.
So I did upload the install folder from 1.6.6.
Now when I navigate to the the site:
http://www.site.html/install/php I get an error message as follows:
Warning: require_once(/home/name123/public_html/lib/test.functions.php) [function.require-once]: failed to open stream: No such file or directory in /home/name123/public_html/install/upgrade.php on line 37
Fatal error: require_once() [function.require]: Failed opening required '/home/name123/public_html/lib/test.functions.php' (include_path='.:/usr/lib/php:/usr/local/lib/php') in /home/name123/public_html/install/upgrade.php on line 37

When using a diff upgrade, you only overwrite files.
You don't need to upgrade the database, so there isn't an install folder.
So I did upload the install folder from 1.6.6.

So after I've overwritten the files, what is my next step?
When I navigate to mysite.com I get the error:

So after I've overwritten the files, what is my next step?
There shouldn't be a next step. You should be done. I did DL the diff 1.6.6 -> 1.6.7 zip. I extracted it on my computor. Opened FTP and uploaded allthem files from my computor to the root directory of my CMSms install. The new files overwrote the files on the server and the upgrade was complete. I now have a footer of admin saying 1.6.7 "something I don't remember but not Blonde".
That's it. You must have made an error somewhere in your quest for upgrade. You did a backup ? Fire it up there, and go again like described above... Easy as pie.

I deleted this line in the wiki... This isn't the right way (anymore).
A diff upgrade doesn't touch the database or config.php, so there isn't an
/install/ folder.
Uploading the
/lib/ and
/modules/TinyMCE/ folder from the 1.6.7 base package solved this problem here.
