I was wondering if it is possible to have 3 different layouts?

What I mean is that... We have a splash screen for the main page and then depends on what they select the section..1,2 or 3

Each section has its own colors and menu sections.

Sure that is possible...

Every page can be attached to a different template.

themes would ultimately be determined by the CSS, and you can attach different stylesheets to each template, so yes, you can have a different theme for each layout.
