to download the DAT file, right-click and choose "Save as" or "Save target as".

for the CMSMS files; download the desired archive (tar.gz), then unzip.  If your unzip software is not compatible with tar.gz, you'll need to use something like 7Zip or TugZip that will handle tar.gz files.

Once the file is unzipped, upload the files/folders to the desired location via FTP or SSH.

If you upload the tar.gz to your site with cPanel then you have to go back to the root and click it and tell it to unpack it...
