[SOLVED!!!!] Site is Down and Returns "Can't open socket" message

1/5/2010 Update: I tried to enable the "Site Down Message" in the Global Settings, but that did not work.
This problem started about 2 weeks ago on the website of one of my clients. The site has been running without incident since spring 2009. We are running CMSMS version 1.5.4 on an Apache/Linux based server. This is a hosted account from IX Webhosting. My client has talked with IX about the problem and they say everything is ok on their end. I tend to believe them because I can still log into the CMSMS Admin Console and it is working fine. Also, I have several other CMSMS based sites running on other hosting accounts from IX Webhosting and they are all runining fine.
Does anyone know what could be causing the "Can't open socket" message? I can't help but wonder if the simplest thing to do would be to back up the database and files and upgrade to CMSMS 1.6.6.
I will appreciate your thoughts and suggestions.
Thanks,
Mitch
