Intallation Hiccup

I'm brand new to php and CMS Made Simple so please bear with me. I'm trying to upload the software and following the steps on the tutorial (http://wiki.cmsmadesimple.org/index.php ... Windows_PC) but I'm running into 2 issues.
first - -->> Create an empty C:\wamp\www\cmsmadesimple\config.php file with the Windows Explorer. Rightclick in the given directory and choose "new/text document"." I cant create a file in the \cmsmadesimple\ folder? I can create a txt. file in the "wamp\www\" folder?
second - I attempted to download the package at "http://localhost/cmsmadesimple" but it continues to ask me to open up the folder with a program that I can't figure out?
If you can lead me down the best road for a complete newbie, it would be much appreciated.
