Page Specific Metadata Not Appearing

I searched through the forums on metadata tags topics and couldn't find a definitive solution to these tags not appearing.

Trying to help a client with some SEO challenges they're having but CMSMS is new to me.  All seems fairly straight forward and simple, but I'm confounded about the difficulty of simply putting in page specific metadata tags.  I know it can't be this difficult so I must be missing something.  I'm using v. 1.5.4 Carolina.

The Global default settings aren't currently setting the metadata for every single page on the site (bad!) and I need to change that

On the "Options" tab for the page I'm trying to modify, I'm inputting the following in the "Page Specific Metadata" box:

When I update and save that metadata, it's not loading into the page.

The only way that isn't working is a lack of {metadata} tag in of template, if you don't want the default every page metadata go to site admin > global settings and remove all from it's metadata box...
